Mobley says that she "approaches each case by considering the individual, the facts and the law in order to determine the appropriate resolution." She was elected as district court judge in 2022 and was a magistrate for nine years prior. She has several references on her website that praise her for being a strong youth mentor, community volunteer and magistrate.

Mobley was born in Boston and grew up in Cleveland. She says she "grew up in a home that provided foster care for children." She was a former manager at JDRF International and a former assistant manager at Bank of America. She attended Ursuline College, and she received a JD from the Charlotte School of Law.

There are no published decisions available to provide a sense of her judicial philosophy. She appears to be a fact-based judge with consideration of the individuals and the circumstances placed highly in her decision-making. A review of appellate decisions did not identify any cases in which Mobley's orders were reversed or vacated on appeal. She does not have any criminal convictions in North Carolina and has never been disciplined by the State Bar.
